The Budget Committee of the Verkhovna Rada recommended that the parliament adopt in the second reading and in full the draft law on amendments to the State Budget for 2026, which provides for an increase in expenditures for the security and defense sector by UAH 1.56 trillion.

The main source of funding for additional expenses is to be the Ukraine Support Loan mechanism from the European Union.

The Committee recommended changing a number of items in the government text and the current Budget law:

1) calculate NABU salaries based on the subsistence minimum of UAH 3,328 instead of UAH 3,028, without increasing the Agency's total expenditures,

2) instruct the Government to restore the Road Fund in 2027 at 25%,

3) redistribute UAH 10 million to the apparatus of the State Fisheries Agency (not related to salaries), without increasing the Agency's total expenditures,

4) + UAH 559.1 million to the Ministry of Energy apparatus, funded by the Reserve Fund,

5) + UAH 127.5 million for mine liquidation, funded by the Reserve Fund,

6) + UAH 46.1 million to the State Energy Supervision, funded by the Reserve Fund,

7) + UAH 599.1 million to the State Agency for the Management of the Exclusion Zone, including UAH 525.1 million for the "Shelter" facility, funded by the Reserve Fund,

8) redistribute UAH 95 million to the apparatus of the National Committee of Sports for the Disabled, without increasing the total expenditures of the Ministry of Youth and Sports.

Also, members of parliament voted to allocate UAH 1.4 billion for payments to employees of the Judicial Protection Service.
