The Verkhovna Rada has registered bill No. 15306 proposing amendments to the Family Code of Ukraine and the Law "On State Registration of Civil Status Acts," which suggests allowing fully electronic marriage registration.

The legislative initiative provides for the possibility to submit a marriage application not only in person but also online through the Unified State Web Portal of Electronic Services "Diia." The procedure for submitting and conducting registration will be determined by the Cabinet of Ministers of Ukraine.

Main changes:

Submitting a marriage application electronically

The marriage registration application can be submitted not only in person but also electronically through the Unified State Web Portal of Electronic Services ("Diia"). The submission and registration procedure will be approved by the Cabinet of Ministers of Ukraine.

Shortened waiting period for electronic marriage

  • Standard period — 1 month from the date of application submission.
  • For electronic form — registration is conducted no earlier than 3 calendar days from the date chosen during application submission.

Online marriage registration via videoconference

Electronic registration and the individual ceremony will be conducted via videoconference between the couple and the registry office employee in real time.

Participation requires mandatory electronic identification and authentication using the remote qualified electronic signature "Diia.Sign" (Diia ID).

Electronic marriage record

To confirm the couple's consent, they will sign the marriage record electronically using "Diia.Sign." After that, the registry office employee will also sign it with their qualified electronic signature.

Other important innovations:

  • Submission of applications through a representative electronically is not allowed.
  • In case of technical issues or absence from the videoconference (more than 15 minutes), registration can be postponed (up to one year from the date of application submission).
  • For remarriage, it will not be necessary to submit paper documents about the dissolution of the previous marriage if the data is in the State Register of Civil Status Acts.
  • Rules for registering civil status acts will include provisions regarding electronic amendments to records.

The explanatory note states that the initiative aims to digitize services in the field of state registration of civil status acts and adapt procedures to martial law conditions, when physical presence of applicants may be difficult.

An experimental project for online marriage registration has been implemented since 2024. According to the bill's authors, over 55,000 couples have used the "Marriage Online" service during this time.

The purpose of the bill is to enshrine the possibility of electronic marriage registration through "Diia" at the legislative level, define its procedural features, and further develop digital services in the field of state registration.

As noted, the adoption of the document will not require additional expenses from the state budget.
