The President of Ukraine, Volodymyr Zelenskyy, signed Law No. 4699-IX, which excludes the Russian language from the list of languages to which the provisions of the European Charter for Regional or Minority Languages apply in Ukraine.

The purpose of the document is to bring Ukrainian legislation into compliance with the updated official translation of the European Charter for Regional or Minority Languages, prepared by the Ministry of Foreign Affairs in January 2024.

The law provides for amendments to a number of regulatory acts, including the Law "On the Ratification of the European Charter for Regional or Minority Languages," as well as the laws "On National Minorities (Communities) of Ukraine" and "On Media."

After the law comes into force, the Russian language will no longer be included in the list of languages subject to the support and special protection regime according to the provisions of the Charter.

At the same time, the Charter's provisions remain in effect for other languages previously covered by its protection, and are extended to the Urum, Rumelian, Romani, Czech, Crimean Karaim, Karaim, and Yiddish languages.

As previously reported by the "Judicial and Legal Newspaper", the Verkhovna Rada adopted in full draft law No. 14120, which introduces changes to Ukrainian legislation in connection with the updated official translation of the European Charter for Regional or Minority Languages.

According to the law, in Ukraine the provisions of the European Charter for Regional or Minority Languages will apply to Belarusian, Bulgarian, Gagauz, Hebrew, Yiddish, Karaim, Crimean Tatar, Crimean Karachay, German, Modern Greek, Polish, Romani, Rumelian, Romanian, Slovak, Hungarian, Urum, and Czech languages.

The updated translation of the Charter clarifies the official name of the document and the list of languages to which the mechanisms of support and special protection apply in Ukraine.

Thus, the Russian language has been excluded from the list of languages to which the provisions of the European Charter for Regional or Minority Languages apply in Ukraine. At the same time, the Charter's effect is preserved for other languages of national communities and indigenous peoples, and extended to a number of languages that were not previously covered by the relevant list.
