Ukraine is approaching the creation of its own rules for the use of artificial intelligence. Against the backdrop of the rapid spread of AI technologies in business, public administration, education, and everyday life, work has begun on special legislation that aims to define the rights and responsibilities of developers and users of such systems, mechanisms for protecting citizens, as well as conditions for the development of an innovative industry. The future regulation is intended to combine safety and the protection of human rights with support for technological development and attracting investments.

The first meeting of the working group on preparing the AI bill was held at the parliamentary committee.

Participants discussed the need for legislative regulation of the artificial intelligence sector, the concept of the future bill, and its structure.

The working group includes over 100 participants, among them members of parliament, representatives of government bodies, public organizations, as well as Ukrainian and international experts in the field of artificial intelligence.

During the meeting, information was presented regarding the preparation of the future AI regulator, the formation of necessary capacities for its work, preparing the industry for future requirements, and further steps for implementing the European AI Act.

It is noted that the main goal of preparing the bill is to create a balanced regulatory model that will simultaneously ensure the protection of citizens' rights, safe use of technologies, and support for innovative development.

Why there is a need for a law on artificial intelligence

The issue of regulating artificial intelligence remains one of the most debated worldwide. On the one hand, AI technologies open new opportunities for science, the economy, digital services, and business. On the other hand, risks arise related to human rights violations, security threats, questions of responsibility for decisions made by algorithms, as well as a number of ethical challenges.

Since AI systems are already actively used in various spheres of life, the state must define clear rules for their development, implementation, and use.

Ukraine will adapt legislation to EU rules

The rapid development of artificial intelligence technologies prompted the European Union to create a unified strategy for regulating this sector.

EU Regulation 2024/1689 (AI Act) became the world's first comprehensive legislative act establishing mandatory requirements for developers and users of artificial intelligence systems.

Moreover, more than 30 countries worldwide have already approved or developed their own national strategies for the development and regulation of artificial intelligence, making this direction one of the key priorities of state policy.

In March 2026, Ukraine received conditions for accession from the European Commission for all negotiation clusters. One of these conditions is the harmonization of Ukrainian legislation with European standards in the field of artificial intelligence.

The AI law became part of the European integration commitments

An additional step in this direction was the approval in April 2026 of the National Program for the Adaptation of Ukrainian Legislation to the Law of the European Union.

The document provides for the development of a separate Law of Ukraine on Artificial Intelligence, which is to become the basis of the national regulatory system in this field.

Thus, the formation of a legislative framework regarding artificial intelligence is not only part of the state's digital transformation but also one of the important elements of Ukraine's further European integration.

What tasks the state sets

Alongside the introduction of rules for the use of artificial intelligence, the state plans to create conditions for the development of an innovative ecosystem.

Among the priorities are attracting investments to the technology sector, supporting Ukrainian developers, developing a competitive artificial intelligence industry, and implementing modern digital solutions in public administration and business.

The future law is expected to establish clear and predictable rules of operation for all market participants, while simultaneously ensuring a balance between the development of cutting-edge technologies and the protection of public interests.
