The Verkhovna Rada rejected seven draft resolutions that proposed canceling the decision to adopt the Law on Amendments to the State Budget for 2026 (No.15224).

With this decision, the parliament effectively unblocked the signing of the law and its entry into force.

The law was adopted by the Verkhovna Rada on June 10.

As previously reported by the "Judicial and Legal Newspaper", the draft law was developed by the Government to provide financial resources for urgent measures in the field of security and defense aimed at countering the large-scale armed aggression of the Russian Federation against Ukraine, funded by external financial assistance from the European Union in accordance with Regulation (EU) 2026/467 of the European Parliament and the Council of the EU dated 24.02.2026 on the introduction of enhanced cooperation regarding the implementation of the Loan to Support Ukraine for 2026 and 2027.

The draft law proposes to:

  • regulate the specifics of including the relevant EU financial assistance in the state budget for 2026;
  • provide for the targeted allocation of revenues from the military tax and export duties on military and dual-use goods for the monetary support of Armed Forces servicemen, as well as for the procurement and renewal of armaments;
  • increase state budget expenditures for the security and defense sector by UAH 1.56 trillion, allocate UAH 40 billion for the implementation of Comprehensive Resilience Plans for regions and certain cities, and significantly increase the state budget reserve fund.

During the revision of this draft law before the second reading, the Budget Committee took into account a number of proposals, including regarding:

  • increasing expenditures for the Ministry of Energy by a total of UAH 1,331.8 million, including: support for the safe condition of blocks and the "Shelter" object and measures for the decommissioning of the Chernobyl Nuclear Power Plant – UAH 525.1 million; management and administration in the energy sector – UAH 559.1 million; measures to liquidate unpromising coal mining enterprises – UAH 127.5 million; support for environmentally safe conditions in exclusion and unconditional (mandatory) resettlement zones – UAH 72.1 million; management and administration in the field of energy supervision – UAH 46.1 million; management and administration of activities in the exclusion zone – UAH 1.9 million;
  • increasing expenditures for the State Judicial Administration by UAH 1,448.5 million to fulfill court decisions regarding the satisfaction of claims by employees of the Judicial Protection Service concerning additional remuneration payments in accordance with the Cabinet of Ministers resolution dated 28.02.2022 No. 168;
  • redistribution of expenditures of the Ministry of Youth and Sports amounting to UAH 95.1 million to the budget program for ensuring the development of sports among persons with disabilities and their physical and sports rehabilitation, as well as redistribution of expenditures of the Ministry of Economy amounting to UAH 10 million within the expenditures of the State Fisheries Agency;
  • regulation of the issue of remuneration for employees of the National Anti-Corruption Bureau of Ukraine (NABU);
  • instruction to the Cabinet of Ministers to restore sources of formation of the state road fund in terms of relevant state budget revenues amounting to 25% of such revenues during the development of the draft state budget for 2027.
