How to Increase Pensionable Service – The Pension Fund of Ukraine Explained the Mechanism of Back Payments
The Main Department of the Pension Fund of Ukraine in Kirovohrad region explained the procedure for making additional payments to the minimum insurance contribution for previous periods, which allows increasing the insurance service for pension assignment.
What is the additional payment and why is it needed
The additional payment to the minimum insurance contribution for a past period is one of the alternative ways to acquire insurance service in the compulsory state social insurance system if it is insufficient for pension assignment.
Who can use it
This mechanism can be used by insured persons who have officially worked or are working, but for certain periods their insurance contribution to the Pension Fund of Ukraine was less than the minimum. The rule is regulated by Article 24 of the Law of Ukraine "On Compulsory State Pension Insurance" dated 09.07.2003 No. 1058.
How to submit an application
A person who decides to use this option must personally contact the nearest service center of the Pension Fund of Ukraine or submit an application remotely through the PFU electronic services web portal.
Important conditions for the additional payment
- The additional payment is made starting from January 1, 2004, and only for those months in which salary was accrued and insurance contributions were paid;
- The amount of the additional payment is calculated based on the minimum wage effective at the time of payment;
- The minimum wage is established by the Law of Ukraine "On the State Budget of Ukraine." As of January 1, 2026, it amounts to UAH 8,647.00, and the minimum insurance contribution is UAH 1,902.34 (8,647.00 UAH × 22%).
How the procedure takes place
After receiving the calculation, the person independently decides on the feasibility of the additional payment and submits the relevant information about its amounts to the Pension Fund authorities. The forms of the application, calculation, and reporting are defined by the Instruction on the procedure for calculating and paying contributions by insurers and insured persons to the PFU, approved by the PFU Board Resolution dated 19.12.2003 No. 21-1 and registered with the Ministry of Justice on 16.01.2004 under No. 64/8663.
Statistics of applications
The Pension Fund noted that this year 43 persons applied with such requests, of whom 34 have already made additional payments totaling UAH 457.0 thousand.
