Housing, Compensation, and Loan Benefits: What the State Guarantees to Military Personnel
Servicemen of the Armed Forces of Ukraine and their family members have a wide range of benefits related to housing provision and fulfillment of credit obligations, regulated by Articles 12 and 14 of the Law of Ukraine "On Social and Legal Protection of Servicemen and Their Families."
Benefits for Housing and Utilities
The housing provision system includes both direct allocation of square meters and monetary compensation or discounts on service payments.
Provision of Housing Ownership or Monetary Compensation
Servicemen with 20 years or more of service, as well as persons discharged due to health reasons, age, or staff reductions, have the right to free acquisition of housing ownership or monetary compensation for the housing they are entitled to receive. This benefit is granted once during the entire period of service.
Service Housing and Rent Compensation
Servicemen, except conscripts and mobilized personnel, are provided with free service housing. If such housing is unavailable, the military unit is obliged to pay monetary compensation for rent (lease) of housing at the serviceman's request.
Preservation of Housing Rights
The law also guarantees the preservation of housing rights for citizens who were drafted or accepted into military service. They retain the right to use the housing they occupied before starting service.
Benefits on Utility Services
Servicemen and persons discharged from service who became disabled due to service, as well as family members of those killed or missing in action, are granted a 50-percent discount on payment for housing and communal services and building management expenses.
Important: in 2026, this benefit is provided on the condition that the average monthly income per family member does not exceed the income threshold that entitles one to a tax social benefit.
Land Plots
Military personnel and families of the deceased have the right to receive land plots for construction and maintenance of residential houses. Local self-government bodies are obliged to provide land plots and, within the powers defined by law, assist in construction to servicemen, parents, and family members of servicemen who died or went missing under special circumstances, as well as persons discharged from military service who became disabled during service, if they express a desire to build a residential house.
Benefits on Loans and Mortgages
Legislation establishes a special regime for fulfilling financial obligations for defenders of Ukraine during a special period.
Servicemen called up by mobilization, reservists (for the entire period of call-up), as well as those directly participating in measures to repel Russian aggression, and their spouses:
- do not accrue interest on loans;
- do not accrue penalties and fines for failure to fulfill obligations to banks, institutions, and individuals.
These rules do not apply to loan agreements for the purchase of property belonging to the housing stock, namely houses, apartments, unfinished construction objects, etc., and for the purchase of vehicles. Also, the benefit does not apply to loans for solar or wind installations if the interest on them is compensated by the state.
Military personnel who have not received housing from the state have the right to obtain a loan for construction or purchase of housing for a term of up to 20 years with repayment of principal and interest from the state budget funds.
Bonuses upon the First Contract: upon signing the first contract, military personnel have the right to:
- compensation of 50 percent of the first payment on a mortgage loan (according to the conditions of the "Ukrainian Financial Housing Company");
- additional payments of 100 thousand hryvnias after the first year of service and another 100 thousand hryvnias after the second year. These compensations are provided only once.
Special Categories and Priority
Direct participants in combat operations, persons disabled due to war, and families of the deceased enjoy the right to priority housing provision in the manner determined by the Cabinet of Ministers of Ukraine. Certificates for the purchase of a vehicle in the amount of 150 thousand hryvnias are also provided within three months after signing the contract (issued once).
