The High Council of Justice Paused the Case of Judge of District Administrative Court of Kyiv Volodymyr Keleberda: Reason — Absence
The High Council of Justice granted the request of the judge's representative and postponed the consideration of complaints against the decision of the Third Disciplinary Chamber of the High Council of Justice dated August 6, 2025, regarding the disciplinary liability of the judge of the Kyiv District Administrative Court, Volodymyr Keleberda.
The reason for the postponement was the judge's absence for justified reasons. As noted by the judge's representative — lawyer Valeria Lutkovska, Volodymyr Keleberda takes an active position in the case, independently submits a large number of applications and motions, including one of the complaints that the High Council of Justice was supposed to consider today.
Circumstances of the disciplinary case
Recall that, as reported by the "Judicial and Legal Newspaper", in August 2025, the Third Disciplinary Chamber of the High Council of Justice decided to hold judge Volodymyr Keleberda disciplinarily liable and apply a disciplinary sanction in the form of a submission for dismissal from office.
Due to this decision, the judge was temporarily suspended from exercising judicial powers based on part seven of Article 49 of the Law of Ukraine "On the Judiciary and the Status of Judges" and part two of Article 62 of the Law of Ukraine "On the High Council of Justice." The suspension remains in effect until the High Council of Justice makes a decision on the judge's dismissal or cancels the Disciplinary Chamber's decision.
Circumstances of the judge's absence
As reported by the disciplinary inspector of the High Council of Justice, Volodymyr Keleberda has never personally appeared at the sessions of the Third Disciplinary Chamber of the High Council of Justice or the High Council of Justice itself. The reasons for his absence included medical certificates, a traffic accident (when the judge was already en route to the session), a planned vacation, and other circumstances.
The lawyer emphasized the judge's interest in personally participating in the case review and provided the High Council of Justice members with relevant documents for review.
Member of the High Council of Justice Oksana Kvasha clarified whether the representative insists on the judge's mandatory personal presence at the next session. The representative replied that the judge expressed a desire to participate but noted that "we live in a world where one cannot be certain."
Decision of the High Council of Justice
After discussion and voting, the members of the High Council of Justice unanimously supported the judge's representative's motion to postpone the disciplinary case review.
Thus, the High Council of Justice decided to grant the request of the representative of the judge of the Kyiv District Administrative Court, Volodymyr Keleberda, lawyer Valeria Lutkovska, to postpone the consideration of complaints against the decision of the Third Disciplinary Chamber of the High Council of Justice.
