The Verkhovna Rada adopted changes to the State Budget outlined in draft No. 15224, which were accompanied by the rejection of nearly two thousand amendments and public accusations of withdrawing 40 billion UAH from weapons procurement. While the government reports record defense spending, the opposition registers resolutions to cancel the decision and remove the leadership of the budget committee.

The adoption of the document by 242 deputies provoked a reaction due to the change in the financing structure of the special services and the redistribution of funds previously allocated to the Ministry of Defense. Currently, several resolutions have been registered in parliament to cancel the Verkhovna Rada of Ukraine's decision dated 10.06.2026 on the adoption in the second reading and in full of the draft Law on Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2026." These are draft Resolutions No. 15224-P1 and No. 15224-P.

As reported by the "Judicial and Legal Newspaper", the consideration of draft law No. 15224 was accompanied by ignoring legislators' proposals. Out of 1865 submitted proposals, the Budget Committee recommended fully considering only 8 amendments, rejecting 1857.

One of the most controversial innovations was the transfer of funding for key law enforcement agencies — the GUR of the Ministry of Defense, the Foreign Intelligence Service, and the SBU's "Alpha" unit — to financing through the Reserve Fund instead of securing separate expenditures in the law.

The Ministry of Finance explained that the agencies would be able to promptly receive funds through the Reserve Fund upon request, which supposedly ensures flexibility.

At the same time, critics note that the adoption of changes to the 2026 Budget in the draft law No. 15224 fixes a transition to a model of maximum centralization of budget flows in the hands of the Cabinet of Ministers. Legally, this means that the financing of intelligence and special units now depends on the will of the executive branch through the Reserve Fund mechanism, creating risks of political pressure on law enforcement agencies.

Certain areas still received additional funding. For example, the Judicial Protection Service was allocated 1,448.5 million UAH to pay off arrears on additional rewards (30 thousand), based on the execution of court decisions.

Expenditures were increased by 1,331.8 million UAH to support the "Shelter" facility at the Chornobyl Nuclear Power Plant, mine liquidation, and measures in the exclusion zone.

It was established that the subsistence minimum restriction for calculating salaries does not apply to NABU employees.

At the same time, the Committee did not support allocating 2.5 billion UAH for the defense of Kherson from drone attacks. The military tax was secured in a special fund exclusively for defense needs, due to procedural restrictions of the Budget Code. Also, the "cashback" program was canceled to redirect funds to the Ministry of Defense.
