Judge Pavlo Vovk Appeals the High Council of Justice Decision at the Supreme Court's Grand Chamber: Why the "Kyiv District Administrative Court Tapes" Are a Legal Illusion, Not Evidence
The Grand Chamber of the Supreme Court will continue reviewing the complaint of the former head of the Kyiv District Administrative Court, Pavlo Vovk, against the decision of the High Council of Justice. The head of the liquidated Kyiv District Administrative Court Pavlo Vovk is appealing the dismissal decision, pointing to systemic and gross violations of the Constitution and the Convention on Human Rights.
Against this background, a staged campaign of pressure on the Supreme Court's Grand Chamber judges is unfolding outside the court walls, aiming to force the court to make a decision not based on law but under the direction of the "public." However, legal logic and recent judicial practice provide grounds to expect a fair decision in favor of the plaintiff.
Public speculations about the "distribution of votes" in the Grand Chamber and attempts to turn society against the judges constitute direct interference in the consideration of a specific case. According to Pavlo Vovk himself, the informational pressure has a single goal — to unlawfully influence the judicial process in the Supreme Court's Grand Chamber.
The High Council of Justice's decision to hold Pavlo Vovk accountable appears rushed and executed with numerous procedural violations.
The disciplinary sanction was imposed beyond the established three-year term. The High Council of Justice applied the law retroactively, which directly contradicts the Constitution of Ukraine.
The case in the Disciplinary Chamber was effectively reviewed in a single session, for which the judge was not properly notified (less than 10 days in advance). He was not given enough time to familiarize himself with 220 volumes of materials, receiving references to them only three working days before the hearing.

It is worth noting that during previous Supreme Court hearings in this case, the High Council of Justice acknowledged the existence of violations committed during the judicial proceedings.
Precedents in Favor of Justice
The Grand Chamber has already demonstrated its readiness to defend the law by making positive decisions in cases of Pavlo Vovk's colleagues — Kyiv District Administrative Court judges. This caused panic among grant-funded activists but confirmed the stability of judicial practice: a judge cannot be dismissed based on assumptions and illegally obtained recordings that have not been evaluated in a court verdict.
The Supreme Court's Grand Chamber, which now includes Judge Olha Stupak, will once again thoroughly examine all procedural violations of the High Council of Justice.
