In Poltava region, judge Larysa Fysun was promised "reprisal" after the decision to arrest the accused
The High Council of Justice reviewed the case related to threats of reprisal expressed by the accused after the preventive measure was chosen for him.
Case circumstances
On April 3, 2026, judge Larysa Fysun, acting as an investigating judge, made a decision to detain the accused in custody with an alternative bail amounting to 20 subsistence minimums for able-bodied persons — 66,560 hryvnias.
On April 9, 2026, the judge learned that after the ruling was announced, the accused expressed threats of physical reprisal against her. The judge regarded these statements as psychological pressure and interference in her activities aimed at influencing the administration of justice.
The circumstances are confirmed by written explanations from the staff of the Karlivka District Court apparatus — the senior court secretary and the court session secretary.
In accordance with the requirements of the Law of Ukraine "On the Judiciary and the Status of Judges," judge Larysa Fysun reported the interference to the High Council of Justice and the Office of the Prosecutor General.
The Poltava Regional Prosecutor's Office reported that on April 13, 2026, following the judge's statement, the Poltava District Police Department initiated a pre-trial investigation into the threats of violence against the judge. Procedural supervision is carried out by prosecutors of the Reshetylivka District Prosecutor's Office. The investigation is ongoing.
Decision of the High Council of Justice
The High Council of Justice emphasized that it does not have the authority to carry out criminal-legal qualification of such actions, as this is the competence of law enforcement agencies. At the same time, the Council has sufficient grounds to take measures to ensure the independence of judges and the authority of justice.
As a result of the consideration, the High Council of Justice decided to appeal to the Office of the Prosecutor General demanding information on the progress of disclosure and investigation of the criminal proceedings entered on April 13, 2026, into the Unified Register of Pre-Trial Investigations under Part 1 of Article 377 of the Criminal Code of Ukraine (interference in the activities of a judge).
