In Ukraine, it is proposed to create an official electronic platform for the safe rental of housing of the citizens who are abroad and own real estate in Ukraine. A corresponding petition has been registered on the government website.

The author of the appeal asks the Cabinet of Ministers of Ukraine to consider the possibility of launching a unified digital service that would allow Ukrainians who left the country due to the war to legally, safely, and transparently rent out housing left in Ukraine.

The petition states that due to mass migration, a significant number of apartments and houses remain unattended. Some owners are unable to care for their property, while others face risks of illegal occupancy, property damage, accumulation of utility debts, or fraudulent schemes. At the same time, demand for housing remains high among internally displaced persons, families of military personnel, veterans, people with disabilities, and other categories of citizens.

The initiative envisions creating a platform where the owner can independently submit an application to list housing, verify identity and ownership rights through state registries or the "Diia" app, add a description of the property, photos, location, living conditions, approximate cost, or the possibility of discounted rent.

It is also proposed to provide the option to select categories of tenants to whom the owner is willing to rent the housing, including IDPs, military personnel, veterans, pensioners, or people with disabilities. Separate provisions concern the creation of standard rental agreements, payment rules, regulation of utility payments, and responsibilities of the parties.

Additionally, the initiators propose introducing a secure electronic cabinet for communication between the owner and tenant without the need to disclose unnecessary personal data, as well as tools for document verification, a complaint system, and protection from frauds.

According to the author of petition No. 41/009979-26еп, such a platform could make the rental market more transparent, reduce the number of illegal transactions, and allow more efficient use of vacant housing in the country.
