In Ukraine, a "baby boom" is proposed as an element of a new demographic policy amid a critical decline in birth rates, suggesting a change in the payment system — 50,000 UAH at the birth of the first child and an increase of 50,000 UAH for each subsequent child.

In Ukraine, it is proposed to consider a "baby boom" as one of the key state policy strategies to improve the demographic situation. A corresponding petition has been registered on the government website, proposing changes to current legislation regarding state assistance at the birth of a child.

The initiator of the appeal suggests amending Law No. 4681-IX, which came into force on January 1, 2026. In particular, it concerns revising Article 11, which defines the amount of one-time assistance at the birth of a child.

According to the proposal, the payment at the birth of the first child should be 50,000 hryvnias, and for each subsequent child — it should increase by an additional 50,000 hryvnias to the amount of the previous payment.

The author of the petition justifies the initiative by the critical demographic situation in Ukraine. It is noted that the birth rate is significantly lower than the simple population replacement level, there is an excess of mortality over birth rate, and significant external migration is observed.

The appeal cites expert assessments stating that to restore the population size to the level of the early 1990s, a significant increase in birth rates and long-term state family support policies are needed.

It is separately emphasized that demographic policy should include not only financial incentives but also a set of measures: the return of Ukrainians from abroad, support for internally displaced persons, development of infrastructure for children, flexible working conditions for parents, as well as improvement of healthcare and rehabilitation systems.

It is also proposed to strengthen immigration policy to attract qualified workers and stimulate economic development as a factor in retaining the population in the country.

The author of petition No. 41/009975-26еп emphasizes that without a comprehensive approach, Ukraine risks facing further population decline and increased labor migration.
