The State Customs Service reported that according to the DG TAXUD plan, the transition to the application of NCTS Phase 6 – the next stage of development of the New Computerized Transit System used by the countries participating in the Convention on the Common Transit Procedure – is ongoing.

Temporarily, EU countries will apply different approaches to data exchange between customs systems, which will affect the procedure for processing documents when crossing the border.

As previously reported, for entry into the EU territory through Romania or Hungary, Ukrainian carriers, in addition to the standard transit declaration T1, must submit an Entry Summary Declaration (ENS) to ICS2 in accordance with European legislation requirements (approximately one hour before the vehicle arrives at the checkpoint).

At the same time, Poland and Slovakia will provide the possibility to use a single combined declaration for transit and security control when importing goods into the EU. This means that their NCTS systems are integrated with the European import control system ICS2, which will simplify customs formalities.

"Ukraine is also completing the deployment of NCTS Phase 6 with the ability to use a single combined declaration for transit with security data when importing goods into the EU.

At the same time, to ensure coordinated implementation of NCTS Phase 6 and stable interaction of information systems, primarily between Ukraine and the Republic of Poland, a transitional period will continue until mid-June 2026, during which Ukrainian business entities will be able to use the previous version NCTS Phase 5 and submit combined transit declarations with security data.

The exact date of Ukraine's transition to the application of NCTS Phase 6 and the planned system downtime will be announced additionally," the customs service stated.

Thus, from June 1, in addition to the transit declaration T1, it is mandatory to submit an Entry Summary Declaration (ENS) to ICS2 when entering Romania and Hungary, as well as temporarily to Slovakia (until Ukraine transitions to NCTS Phase 6).

Submitting an Entry Summary Declaration (ENS) to ICS2 when crossing the border with Poland is not required, provided that security data is included in the T1 declaration.

Also, for the correct processing of T1 declarations in NCTS Phase 6, the State Customs Service has updated the Methodological Recommendations for working in NCTS Phase 6 and the Technical Specification. The materials contain rules for filling out the transit declaration as well as other features.
