The average salary of ODA employees increased by more than 10 thousand hryvnias over the year — Ministry of Finance
The Ministry of Finance of Ukraine has updated the "dashboard" regarding wages and the number of employees of state bodies, local state administrations, and judicial authorities.
The total actual number of employees of state authorities in April 2026 was 165.8 thousand people (1.6 thousand fewer compared to the same period last year). Of these: 108.6 thousand people — in central-level state bodies (including territorial bodies), 23.1 thousand people — in local state (military) administrations, 34.1 thousand people — in judicial authorities.
The average accrued salary level in April for employees of central-level state bodies' apparatuses was 60.7 thousand UAH (3.5 thousand UAH more than in the same period last year), for their territorial bodies at the regional level - 36 thousand UAH (2.6 thousand UAH more than in April 2025).
The average wage of employees of regional state (military) administrations in April was 45.1 thousand UAH, which is almost 10.3 thousand UAH more than in the same period last year.
The Ministry of Finance added that civil servants' salaries also include one-time payments, including compensation for unused vacation, material assistance for resolving social and domestic issues, severance pay upon dismissal, and other payments provided by law, so monthly average salary indicators may fluctuate.
