Digitization of the Employment Record Book: Who Should Submit Work Experience Documents First
Ukraine is undergoing a transition to electronic accounting of employees' work activities. The legislation defines the procedure and priority for submitting information about work experience to form electronic employment record books.
The Pension Fund reminded the procedure for submitting information about work activities to form electronic employment record books. Relevant changes were introduced by Law No. 1217-IX dated February 5, 2021, which provided for the maintenance of employees' work activity records in electronic form through the register of insured persons of the State Register of Compulsory State Social Insurance.
According to the legislation, the Pension Fund, within five years from the date the law comes into force, enters missing data about work activities into the register based on information submitted by employers or the insured persons themselves.
The procedure and priority for submitting such information are defined by the resolution of the Pension Fund of Ukraine Board No. 8-3 dated June 1, 2022. Data for creating an electronic employment record book can be submitted both by employers and employees electronically through the Pension Fund's electronic services web portal. Additionally, citizens have the opportunity to personally contact the nearest Pension Fund service center.
To confirm work experience, the employment record book, certificates of work periods, copies of orders on hiring, transfer, or dismissal, as well as other documents containing information about work experience, including education documents, birth certificates of children, or military IDs, can be used.
At the same time, the legislation establishes the priority for submitting documents. First of all, information must be submitted regarding persons who have no more than two years left until reaching retirement age. After that, documents of other employees are processed.
The Pension Fund emphasizes that submitting documents to form an electronic employment record book is mandatory for both employers and employees. At the same time, citizens who are already receiving an old-age pension do not need to additionally submit the employment record book or other documents about work activities, as their insurance record was already taken into account when the pension was assigned.
