Ukraine will receive $880 million from the World Bank for social protection reform
The World Bank's Board of Executive Directors has approved a new SPIRIT project (Social Protection for Inclusion, Resilience, Innovation and Transformation) totaling $880 million USD, aimed at modernizing Ukraine's social protection system, supporting vulnerable population groups, and strengthening community resilience, announced the Minister of Social Policy, Family and Unity of Ukraine, Denys Ulyutin.
The project will be implemented by the Ministry of Social Policy, Family and Unity of Ukraine.
SPIRIT envisions the creation of a unified Basic Social Assistance system, a transition to a model where social services are financed on the principle of "money follows the person," as well as the modernization of the support system for persons with disabilities in accordance with European standards.
It is noted that today's decision is the result of months of systematic work by the Ministry's team together with colleagues from the World Bank.
The Ministry emphasizes that the project is a testament to trust in Ukraine, support for reforms, and a shared vision of a modern social support system — digital, targeted, accessible, and person-centered. It is also stressed that this is an important signal that international partners view Ukraine's social resilience as part of shared security and future recovery.
