14 New Categories of War Losses Will Be Added to the Damage Registry: What Can Be Reported
The Cabinet of Ministers has expanded the list of damage categories that citizens, businesses, and the state can officially record as a result of Russian aggression. This was announced by Prime Minister Yuliia Svyrydenko.
In addition to the existing categories under which losses from Russian aggression can be recorded, 14 new ones will be added. Citizens and businesses will be able to submit claims under these categories to the international Damage Registry for Ukraine after the relevant services are launched in the “Diia” app.
Currently, submission of claims to the international Damage Registry for 21 categories of damage and losses caused by the war is available through “Diia.”
In addition to the existing categories, citizens can record and potentially receive compensation for loss of access to medical care, access to education, other violations of international humanitarian law, human rights, laws and customs of war, as well as additional economic losses.
Business owners can additionally record losses of cultural objects, expenses for asset evacuation, and other economic and humanitarian damages, Svyrydenko noted.
Certain categories of losses will be recorded on behalf of the state. In particular, this concerns losses related to the destruction of cultural heritage sites, environmental damage, illegal use of natural resources, humanitarian expenses to support affected populations, as well as costs for demining and clearing territories.
Yulia Svyrydenko also reminded that the creation of a compensation commission began in December 2025. To date, the Convention necessary for its operation has been signed by 38 countries and the European Union. The process required to launch this mechanism is currently underway.
