"The metro is not a camping site": Kyiv demands a ban on tents and mattresses in shelters during air raid alerts
In Kyiv, a discussion has arisen regarding the use of tourist tents and other bulky items in the metro during air raid alerts. Some residents complain that such structures take up significant space on the platforms and reduce the number of places available for other people sheltering there.
As of the morning of June 2, petition No. 14277 was registered on the Kyiv City State Administration website, proposing to ban the use of tourist tents, inflatable beds, large mattresses, and other bulky sleeping items at metro stations during air raid alerts.
The authors of the initiative note that such items occupy space where significantly more people could usually be seated.
Arguments of the initiators
The petition states that the area occupied by one tent or mattress could accommodate from 4 to 10 people, while in reality only 1-2 people are there.
It is also noted that due to limited space, other city residents — especially elderly people, pregnant women, and children — lack places to stay. Some of them are forced to remain on escalator stairs, in passages, or near station entrances, which, as emphasized in the document, creates additional risks to their health and safety.
The petition emphasizes that shelters should be equally accessible to everyone and should not turn into spaces effectively used as camping sites.
What is proposed to be banned
The petition initiators propose:
- Banning the deployment of tourist tents, inflatable beds, mattresses, and other large sleeping items that occupy a significant part of metro platforms and passages during alerts.
- Introducing administrative liability in the form of a 5,000 hryvnia fine with confiscation of such property.
- Obliging the police and station duty officers to monitor compliance with the rules, promptly respond to violations, and draw up administrative protocols.
