Ruslan Stefanchuk announced an attempt to block the new Civil Code through over 15 thousand amendments
As the "Judicial and Legal Newspaper" wrote, more than 15 thousand amendments and proposals have been submitted to the draft of the new Civil Code of Ukraine. The Chairman of the Verkhovna Rada, Ruslan Stefanchuk, specified that the figure is 15,328. At the same time, according to him, a significant part of them may be an attempt to block the consideration of the document in the second reading.
This number of changes has become a record for bills considered by the parliamentary committee on legal policy over the last two convocations of the Verkhovna Rada.
It is noted that the maximum number of amendments to one bill was about 5 thousand. Thus, the draft of the new Civil Code has more than tripled the previous record.
Stefanchuk notes that although the total number of amendments looks record-breaking, the draft code itself contains almost 2 thousand articles, so on average there are about 7–8 amendments per article.
At the same time, the parliamentary speaker drew attention to the fact that the majority of amendments were submitted by 3–4 deputies (7–8 thousand each separately and as co-authors).
"It is clear that this is an attempt to block the consideration of the draft in the second reading. In the parliamentary world, this is called a filibuster," he said.
He added that other deputies submitted constructive proposals in significantly smaller numbers, which will be considered by the relevant working group.
The Chairman of the Verkhovna Rada also reported that work is ongoing with various communities, public associations, and professional associations that expressed their comments on the text.
"Some of them are reflected, in particular, in my amendments to the draft Civil Code," added Stefanchuk.
