The National Agency on Corruption Prevention announced that it has approved clarifications on the application of legislative acts regarding lobbying.

The document structures answers to the most common practical questions into 3 thematic sections.

General provisions and scope

Who is the subject, object, client, or beneficiary of lobbying? What is commercial interest? The specifics of lobbying by public associations, non-profit organizations, and the regulation of conflict of interest during lobbying are separately analyzed.

Lobbying methods

This section covers the features of applying the lobbying methods provided by law, preparation and dissemination of informational and analytical materials, organization of public events, and other actions that may be carried out during lobbying. Separately, it addresses the inclusion of lobbying expenses in reports.

Lobbying service agreement

The NACP clarifies the specifics of concluding a lobbying agreement, its essential terms, and cases when lobbying is possible without such an agreement.

The document was prepared taking into account the results of surveys of interested parties and appeals received by the NACP to ensure uniform application of legislative provisions on lobbying issues; they have a recommendatory nature and do not contain new legal norms.
