Education Should Be Student-Oriented – The Council Explained the Approach to the New Funding Model
The Verkhovna Rada Committee on Education, Science, and Innovations emphasizes that higher education institutions and the education system as a whole should primarily be oriented towards the needs of the student. This was stated by the Committee Chairman Serhiy Babak.
According to Serhiy Babak, after communicating with youth, analyzing the results of a two-year experimental project on educational grants, studying adult education experience, as well as maintaining ongoing dialogue with representatives of the security and defense sector, military personnel, and veterans, he concluded that the state support system must be more flexible and consider the needs of applicants at different stages of life. According to him, all of them are current or future education seekers.
The Student at the Center of the New Funding Model
Serhiy Babak noted that in the proposed bill No. 10399, the foundation of the new education funding model is the applicant. It concerns the need to consider their academic achievements, educational choice, life circumstances, and desire to study in the chosen specialty.
He also emphasized that this involves expanding opportunities for young people to study where they want, not only where their parents decided or where there is only one available option.
The Role of the State in Training Specialists
At the same time, according to the Committee Chairman, the state must invest in training specialists who are critically important for the country's security, recovery, and development. He noted that it is the state that forms the demand for such specialties and is responsible for meeting the corresponding societal needs.
Consideration of the Bill
Serhiy Babak reported that on Wednesday the bill will be submitted for consideration at the meeting of the relevant Verkhovna Rada Committee.
