From 2027, some schools will not be able to enroll upper grades: the Rada explained how they plan to protect students' rights
The Verkhovna Rada provided clarifications regarding draft law No. 15082, which concerns ensuring the right of students to complete their full general secondary education at the school where they began their studies.
Consultations on this issue were held with the Verkhovna Rada Committee on Education, Science, and Innovations.
As explained in parliament, students who enrolled in school in 2017 and studied not according to the standards of the New Ukrainian School found themselves in a transitional period of the secondary education reform. Due to the transition to 12-year education and the division of educational institutions into primary schools, gymnasiums, and lyceums, some schools from 2027 will not be able to enroll students in grades 10-11.
As a result, there are risks for current ninth graders regarding the realization of their right to obtain full general secondary education in the 2026/2027 and 2027/2028 academic years.
The Rada emphasized that draft law No. 15082 is submitted as an additional tool to regulate this situation. At the same time, there is already a mechanism that allows communities to resolve such issues at the local level.
The founders of communal schools are territorial communities represented by local councils. It is the local self-government bodies that can decide to postpone the reorganization of certain institutions into gymnasiums until September 1, 2028.
According to the parliamentarian, this approach will allow the transitional stage of the reform to proceed without complications, ensure the issuance of documents for full general secondary education, and protect the rights of children who started their education with the expectation of completing it at the chosen institution.
