Many Ukrainians work for years without official registration or receive part of their salary "under the table," without considering the consequences. However, when applying for a pension, it may turn out that decades of actual work do not grant the right to pension payments. The reason is that for the state, what matters is not the fact of work itself, but the payment of insurance contributions.

Why actual work does not guarantee a pension

The Ukrainian pension system is based on insurance record. It is formed only for those periods when a single social contribution was paid for the employee or when the person independently made the necessary payments.

If a citizen worked unofficially for a long time, without an employment contract and without deductions to the budget, these years will not be taken into account when assigning a pension. Regardless of whether the person worked ten, twenty, or even twenty-five years, the absence of paid contributions means the absence of insurance record for that period.

This problem is especially common among citizens who worked in markets, small private enterprises, went abroad for work, or were employed in seasonal jobs without proper employment registration.

Current requirements for insurance record

Each year, the requirements for insurance record to retire increase. Currently, to be assigned a pension at the age of 60, one must have at least 33 years of insurance record.

If a person has not accumulated that many years but has at least 23 years of record, the right to a pension arises only after reaching the age of 63.

At the same time, the minimum condition for receiving pension payments remains the presence of 15 years of insurance record. Without reaching this threshold, it is impossible to claim a regular pension.

What awaits those with less than 15 years of record

Citizens who have not managed to accumulate at least 15 years of official record will not have the right to an age pension. In this case, after reaching 65 years, they can only claim state social assistance.

However, such assistance is not assigned automatically. When determining it, the material condition of the family, income level, and other social criteria are taken into account. In addition, the amount of payment is limited by the subsistence minimum for persons who have lost their ability to work. If the family’s income exceeds the established norms, assistance may be denied.

For citizens who lack a few years to the required record, the legislation provides the possibility of voluntary participation in the compulsory state social insurance system.

This mechanism allows concluding an agreement with tax authorities and paying contributions for certain periods that were previously not counted towards the insurance record. However, this requires significant funds. Due to the linkage of the minimum single social contribution to the minimum wage, even one year of record can cost tens of thousands of hryvnias.

How to check your pension status

Experts recommend not postponing the verification of your record until retirement. You can monitor information about accrued contributions and counted insurance record through the electronic services portal of the Pension Fund of Ukraine.

There, citizens can see whether the employer pays the necessary contributions, as well as check the number of years and months of record already accounted for by the state.
