The Ministry of Digital Transformation and the European Commission have agreed on a joint work plan for the implementation of the Interoperable Europe Act.

The document outlines clear steps for Ukraine's digital European integration for the coming years.

“We are synchronizing Ukrainian legislation with European approaches to interoperability and will join the EU's joint initiatives.

Thanks to interoperability, European institutions will be able to quickly interact with Ukrainian registers and data. When European and our systems “understand” each other, it will facilitate the stay of Ukrainians in the EU and Europeans in Ukraine. That is why we consider this plan an important step towards integrating Ukraine into the single digital space of Europe. It defines specific actions that will help implement European approaches to interoperability and develop digital services compatible with the EU digital ecosystem,” said Deputy Minister of Digital Transformation Oleksandr Zakusylo.

What exactly is planned

To make Ukrainian digital services compatible with EU digital services and ensure they are fast and secure, we have identified key directions and plan to:

  • adopt the Law of Ukraine "On Interoperability";
  • create a National Interoperability Framework;
  • involve Ukrainian authorities in joint European projects and training programs;
  • promote Ukrainian digital solutions within the European ecosystem.

We are especially focusing on launching convenient cross-border digital services. We are working to integrate domestic developments into the European space — in particular, to add them to the unified European Open Source Catalogue on the Interoperable Europe portal.

Experts from the Academy of Electronic Governance will help prepare legislation, create the National Interoperability Framework, and develop training programs for civil servants.
