Prosecutor from Odesa region with a pension over 1 million UAH, who did not attend disability check, decided to be dismissed
The Qualification and Disciplinary Commission of Prosecutors decided to hold Pavlo Maiorov, a prosecutor of the Kyiv District Prosecutor's Office of the city of Odesa, Odesa region, disciplinarily liable and imposed the sanction of dismissal from the prosecutor's office.
The corresponding decision No. 246dp-26 was made following the consideration of the disciplinary proceedings.
Essence of the disciplinary complaint
A complaint was received by the Commission from the acting head of the General Inspectorate of the Office of the Prosecutor General regarding possible violations in the actions of the prosecutor. It concerned the circumstances of assigning him a Group II disability and subsequent receipt of pension payments.
As of September 1, 2025, the amount of the disability pension assigned to the prosecutor is 19,797.27 UAH. The total amount of pension payments made to him from March 1, 2021, to September 30, 2025, is 1,069,308.28 UAH.
What is known about the prosecutor
Pavlo Maiorov has worked in the prosecutor's office since July 2002 and has held the position of prosecutor of the Kyiv District Prosecutor's Office of the city of Odesa, Odesa region, since April 12, 2021.
He took the prosecutor's oath on February 3, 2011, and became familiar with the provisions of the Code of Professional Ethics and Conduct for Prosecutors on September 15, 2017.
He is characterized positively and has no disciplinary sanctions.
Verification of circumstances
The Commission established that Group II disability was assigned to Pavlo Maiorov from March 2021, with subsequent confirmations in 2022 and 2024. Based on the respective decisions, he was granted a pension.
At the same time, within the framework of a nationwide review of MSEC decisions, the prosecutor was summoned to a specialized medical institution in Dnipro for a re-examination, but he did not appear within the specified time, citing sick leave from September 29 to October 3, 2025. However, the prosecutor indicated his intention to attend the examination, which is confirmed by a train ticket from Odesa to Dnipro dated September 29, as well as an order dated September 22 granting him leave for the period from September 29 to October 3.
He was later summoned again for the examination, but the prosecutor again reported that he could not attend due to sick leave from December 5 to December 9. The prosecutor also attached a train ticket from Odesa to Dnipro dated December 4.
The prosecutor never arrived at the Ukrainian State Scientific Research Institute of Medical and Social Problems of Disability of the Ministry of Health of Ukraine.
Prosecutor's position
The prosecutor explained that since 2021 he has had Group II disability due to an illness he suffered in 2020. According to him, he regularly undergoes treatment, is under medical supervision, takes medication, and undergoes rehabilitation. His health condition, he claims, requires limiting physical exertion and constant medical control.
He also noted that the disability was not assigned for life and therefore needed periodic confirmation. After the initial assignment in 2021, the status was confirmed in 2022 and 2024. The prosecutor assured that he had no connections with medical commission employees and underwent all procedures on a general basis without any influence on the decisions.
Additionally, he referred to undergoing a military medical commission in 2024 and being recognized as fit for service in certain units. In his opinion, this does not contradict the presence of a disability.
The prosecutor emphasized that all decisions regarding the assignment of his disability and pension remain valid—they have not been canceled or declared illegal. Therefore, he considers the complainant's claims about illegal receipt of pension payments to be unfounded.
Maiorov also explained that he spends the disability pension exclusively on treatment: medicines, rehabilitation, examinations, tests, and medical consultations.
Conclusions of the Commission
The Commission concluded that the prosecutor did not take sufficient measures to confirm the validity of the assigned disability within the scope of the review.
The Commission noted that special attention should be given to the fact that to confirm his intention to attend the medical institution, the prosecutor provided train tickets from Odesa to Dnipro purchased after becoming aware of the relevant notifications.
"At the same time, sick leave certificates were opened for the periods covering the planned travel dates. Such a coincidence of circumstances, combined with the subsequent failure to appear at the Ukrainian State Scientific Research Institute of Medical and Social Problems of Disability of the Ministry of Health of Ukraine and the absence of evidence of undergoing the re-examination, reasonably raises doubts about the prosecutor's genuine intention to comply with the lawful requirement to undergo the examination," the Commission stated.
Therefore, the Commission decided that applying the most severe disciplinary sanction to prosecutor Pavlo Maiorov in the form of dismissal from the prosecutor's office is proportionate to the disciplinary offense committed by him.
The decision may be appealed in accordance with the law.
