As previously reported, Kyiv residents began receiving heating bills several months after the end of the heating season. The government promised to check the mass billing.

The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets stated that additional charges for January caused outrage among Kyiv residents, as during that period part of the capital remained without heating supply following massive Russian shelling.

“This is also confirmed by statistics: just from January to March, our Office received over 600 appeals regarding the absence or improper provision of heating services. At the same time, the municipal enterprise “Kyivteploenergo” explains the additional charges as an automatic recalculation in accordance with the Cabinet of Ministers Resolution No. 683,” Lubinets noted.

Due to the situation, the Ombudsman appealed to the Vice Prime Minister for the Restoration of Ukraine – Minister for Communities and Territories Development of Ukraine Oleksii Kuleba demanding to verify the legality of such charges and provide consumers with explanations.

He emphasized that “people should only pay for the services they actually received.” In case of absence or improper provision of heating, consumer rights must be protected, and all calculations should be transparent and clear. According to him, the situation is under control and must be resolved taking into account consumer rights.
