Housing for IDPs up to 500,000 UAH – government approved new program "Houses in the Village"
The Cabinet of Ministers approved the procedure for implementing the new housing program "Houses in the Village." It is aimed at expanding the opportunities to provide housing for internally displaced persons who lost their homes due to the full-scale war.
According to the program's conditions, displaced persons will be able to independently choose housing from the proposed options. After that, local communities will purchase the houses into communal ownership and transfer them to IDPs for free use.
The Parliament notes that the program will be available to displaced persons who do not have their own housing in the territory controlled by Ukraine, as well as those who have not received compensation or a housing voucher for destroyed property.
Priority rights to receive housing will be given to large families, families with children with disabilities, persons with disabilities, elderly people, as well as orphans and children deprived of parental care, including those who have reached the age of 23 and had the corresponding status.
The free use agreement for the housing will be concluded for up to three years with the possibility of extension. If the family acquires or receives other housing, the agreement will be terminated early. At the initial stage, the program will cover about one thousand houses, and funding will be provided on an application basis.
The Council reported that the government set the maximum cost of one object at up to 500 thousand hryvnias. The total funding volume is about 500 million hryvnias, which will allow providing approximately one thousand housing units.
In addition, the program provides not only for the purchase of houses but also for assessing living conditions and the integration of displaced persons into communities. Before purchase, each object will be inspected by a special commission. The availability of medical facilities, schools, transport connections, and employment opportunities in the settlements will also be taken into account.
The Parliament also stated that regional administrations will monitor to ensure that the housing meets basic infrastructure requirements. Finding houses within the established budget is a challenging task, but it is realistic.
The government does not set a strict distribution of funds between regions. Decisions will be made depending on the activity of communities and citizens' applications.
Currently, the selection of housing and the formation of family lists are beginning in the regions. It is expected that the first families among IDPs will be able to move into new houses during the summer.
