The Cabinet of Ministers adopted amendments to a number of resolutions regulating the use of cash registers and software cash registers. The updates concern the activities of postal offices, certain types of trade and services, as well as the technical maintenance of cash registers and the requirements for fiscal functions during payment operations through self-service software and hardware complexes.

The Cabinet of Ministers made changes to the rules for using cash registers and software cash registers

The government approved amendments to several government acts regarding the use of cash registers and software cash registers.

The document provides for adjustments to the list of forms and conditions of activity in the fields of trade, public catering, and services, under which it is allowed to conduct payment operations without using cash registers or software cash registers by using cash books and registers of payment operations.

What will change for postal offices

In the list of permitted cases for conducting payment operations without cash registers, the government clarified several provisions related to the activities of postal offices.

In particular, in item 8, the word "Ministry of Infrastructure" was replaced with "Ministry of Development," and the wording regarding postal communication offices was clarified. Similar changes were made to item 9, where the words "at postal enterprises" were replaced with "in postal offices."

Certain types of activities were excluded from the list

The resolution also excluded the mention of sea and river vessels from item 10 of the respective list. Additionally, in item 15, the term "river" was replaced with "inland water," and the name of the Ministry of Infrastructure was updated according to the current structure of government bodies.

Mentions of urban-type settlements were also removed from items 17 and 22.

The procedure for technical maintenance of cash registers has been updated

Some changes were made to the Procedure for technical maintenance and repair of cash registers.

Specifically, the words "in accordance with the Law" were removed from item 51 of this Procedure.

References to legislation on payment services have been changed

Furthermore, the government updated the requirements for implementing fiscal functions of cash registers used during operations involving the acceptance and transfer of cash through self-service software and hardware complexes.

In the fifth paragraph of item 2 of the relevant requirements, the words "On payment systems and money transfers in Ukraine" were replaced with "On payment services." Also, in the fifth paragraph of item 3, the words "revenue and fees authorities" were replaced with "controlling authorities."

Thus, the adopted changes are mostly technical and regulatory-coordinating in nature and aim to bring current government resolutions into compliance with the current legislation and the structure of state bodies.
