The Verkhovna Rada proposes to extend parliamentary oversight over the receipt and use of international military aid that Ukraine receives from partners during martial law. For this purpose, draft Resolution No. 15339 "On Certain Issues of Parliamentary Control over the Receipt and Use of International Military Aid during Martial Law" has been submitted to parliament.

The document provides for the review of the annual report of the Temporary Special Commission of the Verkhovna Rada, which monitored international military aid, the completion of its work, and the creation of a new commission to continue oversight of the receipt, distribution, and use of weapons and other military support provided to Ukraine.

It is noted that by the Verkhovna Rada resolution dated June 18, 2025, No. 4506-IX, the Temporary Special Commission of the Verkhovna Rada of Ukraine was established to monitor the receipt and use of international military aid during martial law. The term of its activity was set at one year from the date of establishment.

Among the main tasks of the commission were the preparation and submission of legislative initiatives to create a model of parliamentary control over the use of international military aid, including weapons provided by international partners to Ukraine to counter Russian aggression. The commission was also to collect and analyze information for parliamentary hearings regarding cases of improper or inappropriate transportation, distribution, or use of international military aid and weapons during martial law.

The preliminary report of the Temporary Special Commission was reviewed and acknowledged by the Verkhovna Rada through the adoption of resolution No. 4732-IX on December 17, 2025.

Due to the expiration of the commission's term, its members prepared and approved a final report on the results of their work over the year. The explanatory note emphasizes that to ensure continuous parliamentary oversight, it is proposed to establish a new Temporary Special Commission to monitor the receipt and use of international military aid during martial law.

The purpose of the draft resolution is to submit a report on the completed work, summarize the activities of the current commission, and continue parliamentary oversight by forming a new Temporary Special Commission.

The draft resolution proposes to hear and acknowledge the report of the Temporary Special Commission on its work, publish it in the "Holos Ukrainy" newspaper and on the official website of the Verkhovna Rada of Ukraine, conclude the work of the current commission, and continue parliamentary oversight through the creation of a new Temporary Special Commission to monitor the receipt and use of international military aid during martial law.

The explanatory note states that the legal basis for implementing the resolution is the Constitution of Ukraine, the Law of Ukraine "On Temporary Investigative Commissions and Temporary Special Commissions of the Verkhovna Rada of Ukraine," and the Law of Ukraine "On the Rules of Procedure of the Verkhovna Rada of Ukraine."

The authors of the document also indicate that the implementation of the resolution will not require additional expenditures from the State Budget.

It is expected that the adoption of the resolution will fulfill the legislative requirements regarding the review of the Temporary Special Commission's report, make decisions based on its conclusions and recommendations, and ensure the continued parliamentary oversight of the receipt and use of international military aid under martial law conditions.
