Judge's salary — 8000 UAH plus 300–500 UAH for each case: a petition on payment reform has appeared
A petition has been registered in Ukraine, the author of which proposes changing the approaches to financing the judicial system and materially incentivizing judges. The initiator of the appeal believes that the current model does not motivate prompt case consideration, resulting in significant backlogs of unresolved proceedings in courts, and hearings are often postponed for a long time.
According to the author, introducing a system for evaluating judges' performance and linking part of the funding to the results of their work could contribute to shortening case consideration times and more rational use of budget funds.
Proposals to change approaches to financing the judicial system
An appeal No. 41/010157-26ep "On changing approaches to financing the judicial system and implementing KPIs for judges' performance" has been initiated to the Cabinet of Ministers.
The author emphasizes that the proposals are aimed at the rational use of budget funds, reducing the burden on the judicial system, and accelerating the consideration of court cases.
The petition contains a request to the Cabinet of Ministers, as the highest body in the system of executive authorities responsible for implementing the State Budget, to initiate legislative changes before the Verkhovna Rada regarding the optimization of expenditures for maintaining the judicial apparatus.
KPI for judges: what the petition author proposes
It is separately proposed to develop and implement a system of key performance indicators (KPIs) for judges.
According to the petition text, the bonus part of judges' salaries, as well as additional court funding, could depend on the number of cases considered qualitatively and timely, as well as on the absence of court decisions overturned by appellate courts.
The author believes that such an approach will encourage judges to avoid delaying court proceedings and work towards results for citizens.
The author provided an example of a new payment system
The petition also provides an example of a possible payment model, under which a judge would receive a fixed salary of 8000 hryvnias plus an additional 300 to 500 hryvnias for each closed case.
The author of the appeal believes that under such conditions, judges would not accumulate thousands of unresolved cases, the number of postponed hearings and lengthy trials would decrease, and the state would be able to use budget funds more efficiently.
How many signatures are needed for the petition to be considered
Petition No. 41/010157-26ep was registered on June 19, 2026. To consider it, 25 thousand citizen signatures must be collected. As of the registration date, 92 days remained to complete the signature collection.
