The process of passing the Military Medical Commission has been simplified for candidates of the “Contract 18-24” program — step-by-step instructions

Candidates planning to sign a military service contract under the “Contract 18-24” program have the right to priority passage through the military medical commission. The medical examination can be conducted at the Military Medical Commission (MMC) at district territorial recruitment and social support centers or at medical institutions operating under the state guarantees program.

As reported by the Kharkiv Territorial Recruitment and Social Support Center, the candidate can independently choose the place and date of the medical examination. Certificates issued by state and communal medical institutions for such persons are free of charge.

The first step is obtaining a referral to the MMC. It can be issued in two ways — electronically or on paper.

An electronic referral is generated through the state register “Oberih.” For this, the candidate must personally submit the appropriate request in the “Reserve+” application. When submitting the application, the candidate can choose the place of the medical examination — at the location of the military unit, the recruitment center, or at the place of military registration.

If the candidate meets the age requirements of the program, the system automatically generates an electronic referral and sends it to the “Reserve+” application. The document specifies the name and address of the MMC, the date of the medical examination, as well as a QR code with the necessary information.

Such a referral can be presented to the commission directly through the application or, if desired, printed out.

If the candidate does not use “Reserve+” or cannot submit an electronic request, they may be issued a paper referral. It is issued by the commander of the military unit or the head of the Armed Forces recruitment center after the interview.

The paper document indicates the nearest MMC that will conduct the medical examination of candidates from the respective unit, as well as the date of the examination.

Control over the organization of medical examinations is exercised by the commanders of military units or heads of recruitment centers — for candidates to whom they issued paper referrals, as well as for those who chose the MMC at the location of the military unit in “Reserve+.”

If the candidate chose the medical commission at the place of military registration, control is assigned to the head of the respective Territorial Recruitment and Social Support Center.

During the MMC passage, responsible officials must ensure candidates priority access to the medical examination. To do this, they will interact with the management of medical institutions and monitor the availability of reserved places in the queue.

In addition to the standard MMC examination, candidates must undergo a psychiatric examination, including screening for psychoactive substance use. Certificates of passing such an examination must be issued free of charge at designated medical institutions.

If necessary, the places for the psychiatric examination may be determined by the health care units of local state administrations. Candidates will be referred to the appropriate institutions as soon as possible with their consent.

As previously reported by the "Judicial and Legal Newspaper", the Zakarpattia District Administrative Court recognized the refusal of the border detachment to pay a one-time monetary reward of 1 million UAH to a serviceman of the State Border Guard Service under the program known as “Contract 18–24” as unlawful.

Despite the fact that the serviceman began conscript service before the introduction of martial law, the court concluded that the decisive factor is the signing of the contract during martial law, participation in hostilities, and injury, not the date of initial conscription. Therefore, the court obliged the military unit to make the payment.
