The Verkhovna Rada Committee on Transport and Infrastructure during its meeting reviewed the draft law No. 3023 "On Amendments to Certain Legislative Acts to Improve the Regulation of Relations in the Field of Ensuring the Safety of Certain Categories of Road Users (users of personal light electric transport, cyclists, and pedestrians)" prepared for the second reading. The deputies decided to make a final decision on the document at the next Committee meeting.

During the discussion, members of parliament asked representatives of the Ministry of Internal Affairs and the National Police questions primarily concerning the conditions of use of personal light electric transport by children and minors.

What restrictions on electric scooters and minors were discussed by deputies

In particular, participants discussed the possibility of setting age restrictions, the issue of allowing or prohibiting the movement of electric scooters and other light electric transport on sidewalks, bike lanes, shoulders, and roadways, as well as responsibility for violating traffic rules.

Deputies paid special attention to the need for informational and educational measures for minor users of electric scooters. The Committee emphasized the importance of forming basic safe road behavior skills amid the growing number of traffic accidents involving such transport.

During the meeting, Committee members were provided with a coordinated position of the Ministry of Internal Affairs and the National Police regarding the draft law. As a result, deputies decided to further work on the proposals of the agencies at a subcommittee meeting on road safety and transport safety.

What draft law No. 3023 on electric scooters provides

Earlier, "Judicial and Legal Newspaper" reported that draft law No. 3023, prepared for the second reading, aims to regulate for the first time at the legislative level the status of personal light electric transport and its users.

The document proposes amendments to the Law of Ukraine "On Road Traffic" and introduces a separate concept — "users of personal light electric transport." This refers to persons who move on one-, two-, or three-wheeled electric vehicles, excluding wheelchairs and electric bicycles.

The draft law provides that users of electric scooters and other light electric transport will be allowed to move on bike lanes, and in their absence — on the shoulder or edge of the roadway in the direction of traffic flow.

For this category of road users, a number of obligations are proposed. In particular, it concerns the use of technically sound transport, the presence of reflectors, mandatory use of a light at night, prohibition of phone use while driving, and driving under the influence of alcohol, drugs, or other intoxication.

It also prohibits carrying passengers unless such possibility is explicitly provided by the vehicle's design.

Additionally, the draft law proposes to extend administrative liability for traffic rule violations to electric transport users, analogous to the responsibility established for cyclists and pedestrians in the relevant articles of the Code of Administrative Offenses.

Why the draft law on electric scooters has not yet been adopted

Draft law No. 3023 was registered in the Verkhovna Rada back in 2020. In September of the same year, the parliament adopted it as a basis, but the document has not yet been finally approved.

Amid the delay in reviewing the document, the number of electric scooters and other personal light electric transport continues to grow in Ukraine, as well as traffic accidents involving them.

According to data previously cited by "Judicial and Legal Newspaper", in 2025 alone, 845 traffic accidents involving such transport were recorded in Ukraine. In these accidents, 19 people died and 912 were injured.

Will there be certification of electric scooters in Ukraine

Earlier, in a material, "Judicial and Legal Newspaper" raised the issue of possible introduction of technical control for electric scooters — similar to cars.

However, the Ministry of Communities and Territories Development of Ukraine stated that personal light electric transport will not be subject to mandatory certification as a full-fledged wheeled vehicle in the near future.

After the publication of the material regarding possible certification of electric transport, a petition was registered on the Cabinet of Ministers website demanding mandatory certification of electric scooters and the introduction of courses for their users.

Judicial practice regarding electric scooters in Ukraine

At the same time, Ukrainian courts increasingly consider electric scooters as a source of increased danger.

For example, in case No. 522/21504/25, the Odesa Court of Appeal upheld the decision of the first instance court, which fined the driver of a rental Jet electric scooter 17,000 UAH and deprived him of the right to drive vehicles for one year for driving under the influence of alcohol.

The court noted that an electric scooter is a vehicle regardless of engine power, and the prohibition of driving under the influence applies to all road users.

In another case No. 295/18660/25, the Bohunskyi District Court of Zhytomyr considered a civil lawsuit regarding a traffic accident between a Jet electric scooter and a Nissan Leaf car. The court recognized the use of an electric scooter as an activity that creates a source of increased danger and ordered the scooter driver to pay 23,000 UAH in material damages and 3,000 UAH in moral damages to the car owner.
