The Verkhovna Rada Committee on Social Policy and Veterans' Rights Protection, during a meeting held via videoconference, reviewed a number of legislative initiatives in the areas of social protection of veterans, humanitarian aid, and social support for the population. Following the review, deputies made decisions regarding several draft laws and the organization of the Committee's further work.

When discussing the provisions of draft laws concerning social standards in the field of support and realization of the interests of war veterans and their family members (registry No. 15106 and registry No. 15106-1), Committee members decided to recommend the Verkhovna Rada to adopt as a basis the alternative draft law No. 15106-1.

As noted, the main goal of draft law No. 15106-1 is to create a clearer, more predictable, and legally defined mechanism to ensure accessibility of services and support measures for war veterans and their family members.

The document proposes to define that state social standards in the field of veteran policy include, in particular, conditions for the priority provision of certain services and support measures to veterans and their families compared to other recipients of such services.

It is also envisaged that in cases directly defined by law, certain services and support measures may be provided to veterans and their family members on a preferential basis, without observing the general queue.

Furthermore, the draft law proposes to establish that the procedure for implementing mechanisms of priority and preferential provision of relevant services will be approved by the Cabinet of Ministers of Ukraine.

The document pays special attention to the practical implementation of such mechanisms through instruments of state veteran policy, including the Ukrainian Veteran Fund, veteran spaces, and other forms of support provided by law.

The Committee decided to create a working group to finalize draft law No. 15094 on basic social assistance before the second reading. 

As reported by the "Judicial and Legal Newspaper", the Committee on Social Policy and Veterans' Rights Protection emphasized the urgent need to consider and adopt in the first reading draft law No. 15035, aimed at protecting employment and self-employment in the small business sector.

The Committee believes that the document should become an important mechanism for protecting labor rights of employees and self-employed persons, preserving jobs, and supporting small businesses amid economic challenges and social instability. Parliament notes that decisions by local self-government bodies on dismantling temporary structures often lead to the cessation of small business activities, loss of jobs, and sources of income for citizens.
