The Verkhovna Rada Committee on Transport and Infrastructure recommended that the parliament adopt bill No. 3023, which for the first time regulates the use of personal light electric transport in Ukraine.

It is worth noting that the provisions of the document do not provide for the introduction of a separate category of driver's licenses for users of electric scooters, unicycles, and other similar vehicles.

The bill was developed by members of parliament with the participation of the Ministry of Community and Territorial Development. Its goal is to recognize users of such transport as full participants in road traffic and to establish clear rules.

The document, in particular, provides for:

  • movement on bicycle lanes and bike paths, and in their absence — along the right edge of the roadway or the shoulder;
  • a ban on driving under the influence of alcohol or drugs;
  • a ban on using a mobile phone while driving;
  • mandatory use of lighting and reflective elements during dark hours.

The bill also lays the foundation for liability for traffic violations and defines the distribution of responsibility between users and rental services.

The next step will be the consideration of the bill in the parliamentary session hall.

Note that in Poland, children under 13 years old are prohibited from driving electric scooters and other personal transport devices on roads. An exception is movement in residential areas under adult supervision.

Also, persons under 16 years old are required to use protective helmets when riding bicycles, electric scooters, electric bicycles, and other personal transport devices.

The first fine was issued just a few hours after the new rules came into effect. The fine was given to the mother of a 14-year-old teenager who rode an electric scooter without a helmet.
