Electric scooters can be confiscated for traffic violations, and users sent to corrective labor: bill
In Ukraine, it is proposed to significantly strengthen responsibility for violations of the rules for using electric scooters, unicycles, hoverboards, and other small electric transport. The relevant bill No. 15283 has been registered in the Verkhovna Rada. This initiative essentially develops a topic that has been in the legislative field for several years but has not yet been resolved.
Earlier, the "Judicial and Legal Newspaper" drew attention to the fact that bill No. 3023, registered back in 2020, was under consideration in the Verkhovna Rada. It provided for the regulation of the use of personal electric transport and the introduction of specific requirements for such vehicles. In September 2020, the document was adopted as a basis, but its consideration was effectively halted thereafter. However, over six years, the situation on the roads has changed significantly. While in 2020 electric scooters were just beginning to gain popularity, today they have become a full-fledged element of urban mobility. At the same time, the bill was never completed, and some of its provisions now seem outdated given the current level of small electric transport spread and new challenges in road safety.
Therefore, bill No. 15283 appeared as a response to modern challenges. The bill's initiators explain the need for changes by the rapid growth in the number of electric scooters and other individual mobility devices on Ukraine's roads. According to them, due to the lack of clear legal regulation of such transport, road traffic accidents involving its users are increasingly frequent. It should be added that in 2025 alone, 845 road traffic accidents involving electric scooters and other personal electric transport were recorded in Ukraine, resulting in 19 deaths and 912 injuries.
What responsibility is proposed
The bill proposes to supplement the Code of Ukraine on Administrative Offenses with a new article 126-1 "Violation of requirements regarding the use of small electric transport." Changes are also made to article 127 of the Code.
For the first violation of the requirements for using small electric transport, a fine of 1700 UAH is proposed.
For a repeated violation, the fine may increase to 3400 UAH with confiscation of the respective electric transport vehicle.
The strictest punishment is provided for the third and each subsequent violation. In this case, a fine of 17,000 UAH and corrective labor are proposed.
The document also provides for a revision of sanctions for violations of traffic rules by pedestrians, cyclists, persons driving horse-drawn vehicles, and animal herders.
In particular, it is proposed to increase certain fines:
- from 3 to 20 non-taxable minimum incomes of citizens;
- from 5 to 30 non-taxable minimums;
- from 8 to 15 non-taxable minimums;
- from 10 to 30 non-taxable minimums.
It is expected that the adoption of the law will allow establishing a mechanism for holding users of such transport accountable and increase discipline among road users. At the same time, it proposes to create legal grounds for responding to violations that today are effectively outside clear administrative regulation.
The law is to come into force the day after its official publication. After that, the Cabinet of Ministers must bring its regulatory acts into compliance with the new requirements within three months.
Small electric transport has become a full participant in road traffic, but its use remains insufficiently regulated at the legislative level; these changes aim to reduce the number of accidents involving electric scooters.
