The High Council of Justice considered two reports regarding possible interference in the activities of a member of the HCoJ and a judge of the Commercial Court of Cherkasy region. It concerns a phone call during which an unknown person introduced themselves as a member of the High Council of Justice, Yuliia Bokova.

Circumstances of the case

In the message from High Council of Justice member Yuliia Bokova, it is stated that she became aware of an incident when an unknown person, claiming to be her, called the judge of the Commercial Court of Cherkasy region, Anatoliy Vasyanovych, and asked to positively consider a case under his jurisdiction.

Yuliia Bokova categorically denied any involvement in the call, stating that she is personally not acquainted with judge Anatoliy Vasyanovych and did not address him with any requests.

For his part, judge Anatoliy Vasyanovych reported that the court received a call from an unknown person who insisted on connecting specifically with him. After the conversation, the judge established that the interlocutor was interested in a case under his jurisdiction and asked to make a decision in favor of one of the parties.

The Cherkasy Regional Prosecutor's Office promptly responded to the situation. On April 20, 2026, information about these facts was entered into the Unified Register of Pre-Trial Investigations on signs of a criminal offense. Procedural guidance of the pre-trial investigation is carried out by a group of prosecutors from the Cherkasy District Prosecutor's Office.

Position of the High Council of Justice

The High Council of Justice emphasized that it does not have the authority to carry out criminal-legal qualification of such actions. This is within the competence of law enforcement agencies. At the same time, the HCoJ has sufficient grounds to take measures to ensure the independence of judges and the authority of justice in accordance with Article 73 of the Law of Ukraine "On the High Council of Justice."

Decision made:

The High Council of Justice decided to address the Office of the Prosecutor General with an official request for information on the progress of disclosure and investigation of criminal proceedings opened under Part 1 of Article 376 of the Criminal Code of Ukraine based on the facts outlined in the reports of HCoJ member Yuliia Bokova and judge Anatoliy Vasyanovych.
