Earlier, the "Judicial and Legal Newspaper" reported that President Volodymyr Zelenskyy announced an increase in monetary support for servicemen: the minimum payment level in the rear should be at least 30 thousand hryvnias, while for military personnel performing tasks on the front line, the average pay level may reach about 300 thousand hryvnias.

In particular, the Ministry of Defense noted that within the framework of the new model, the average amount of monetary support for infantrymen is expected to be approximately 300 thousand hryvnias per month, and maximum payments can reach up to 460 thousand hryvnias depending on the nature and intensity of combat missions.

In this regard, the Cabinet of Ministers of Ukraine adopted Resolution No. 768 dated June 12, 2026, which launches a two-year experimental project with a new system of motivational contracts for servicemen, special police units, as well as foreigners and stateless persons.

The decision is part of a broader transformation of the military service system, which provides for fixed contract terms, monetary bonuses depending on participation in combat operations, and expansion of recruitment mechanisms.

Essence of the experimental project

The resolution launches a two-year experiment with a new model of military service under "motivational contracts," which applies to the Armed Forces of Ukraine, National Guard, State Border Guard Service, Security Service of Ukraine, intelligence agencies, and other law enforcement structures, and also allows the involvement of foreigners and stateless persons. The key idea of the project is to introduce more flexible and stimulating service conditions. According to the Cabinet resolution, contracts are concluded for fixed terms, provide increased monetary support, and link part of the payments to the nature of the tasks performed, including participation in combat operations.

An obligatory condition of the contract is direct participation in combat operations in the areas where they are conducted for at least six months cumulatively during the contract period. Thus, the contract aims to involve servicemen in performing combat tasks and strengthen the combat capabilities of units.

The motivational contract is concluded in a government-approved form for Ukrainian citizens and separately for foreigners and stateless persons. In some cases, it provides for mandatory participation in combat operations for at least six months.

Service terms under the motivational contract are established as follows:

  • 10 months — for combat positions;
  • 14 months — for new contractors with mandatory combat service;
  • from 6 months — for certain categories of experienced military personnel;
  • 24 months — for other positions outside designated combat units.

Current servicemen can switch to a motivational contract, with the previous contract being terminated. After completing service under such contracts, military personnel may conclude new contracts or continue service under current legislation.

Transfer of servicemen serving under motivational contracts is allowed only within designated combat positions and units. Military personnel who have been wounded or lost fitness for service due to combat actions may be transferred to other positions at their own request.

Candidate selection is carried out through territorial recruitment centers, recruiting centers, and law enforcement units.

How to conclude a motivational contract

The motivational contract is concluded in an approved form for Ukrainian citizens and separately for foreigners and stateless persons.

The contract may be concluded electronically (if technically possible), and appointment and transfer of servicemen can be carried out through the state web portal of electronic public services in the field of national security and defense.

The application must include:

  • last name, first name, patronymic; date of birth;
  • selected military unit;
  • selected official position;
  • mobile phone number; and
  • email address

Selection of foreigners and stateless persons for military service under the motivational contract is carried out in accordance with the Regulation approved by the Decree of the President of Ukraine dated June 10, 2016, No. 248, as well as the Regulation on service in the National Guard of Ukraine, approved by the Decree dated February 21, 2024, No. 84.

Selection of such persons is carried out without medical examination to determine fitness for service based on health status. Professional and psychological selection is also not conducted.

For persons concluding a motivational contract, the military unit organizes:

  • basic general military training (if not previously completed) — from 51 days;
  • specialized training — from 14 days (if needed);
  • adaptation course — 14 days.

For already active servicemen switching to a motivational contract, the following are conducted:

  • specialized training (if needed);
  • adaptation course — 14 days (if transferred from other positions).

Also, persons who served under a motivational contract and were discharged for specified reasons are exempt from mobilization after discharge in the following cases:

  • for 6 months — if the contract was concluded for 10, 14, or 24 months;
  • for 3 months for every 30 days of direct participation in combat operations (for contracts of 10 and 14 months);
  • for 6 months for each year of military service during martial law before concluding the contract (for the 10-month contract);
  • for 1 month for each year of continuous service before the introduction of martial law (for contracts of 10 or 24 months);
  • for 1 month for every 30 days of participation in combat operations (for the 24-month contract).

What payments are provided

Within the experimental project, payment of rewards to servicemen of the Armed Forces of Ukraine, other military formations, and police officers during martial law is envisaged.

In areas of combat operations or defense tasks, the following payments are established:

  • Up to 100,000 UAH per month — for direct participation in combat operations or defense measures,
  • 170,000 UAH per month — for performing combat tasks on the line of contact and in designated areas,
  • 70,000 UAH per month — for performing combat tasks away from the line of contact within designated zones,
  • 20,000 UAH per day — for assault actions during position restoration,
  • 40,000 UAH per day — in case of assault actions to capture enemy positions,
  • 100,000 UAH — for capturing an enemy serviceman,
  • 15,000 UAH — for destroying enemy personnel (upon confirmation),
  • 50,000 UAH per month — for performing tasks at command posts,
  • from 15,000 to 30,000 UAH — for instructor staff,
  • 10,000 UAH — for other categories of servicemen.

If entitled to several types of payments, the largest reward amount is applied. The total amount of all payments to one serviceman or police officer cannot exceed 460,000 UAH per month.
