At the meeting of the High Council of Justice, materials were reviewed regarding submissions to the President of Ukraine for the appointment of judges to local courts, namely regarding:

  • Yaroslav Bondarchuk — for the position of judge of the Yampil District Court of Sumy region;
  • Yevhen Novytskyi — for the position of judge of the Baranivka District Court of Zhytomyr region.

As a result of the review, the High Council of Justice decided to submit a recommendation to the President of Ukraine to appoint Yaroslav Bondarchuk as a judge of the Yampil District Court of Sumy region.

A break was announced in the consideration of the appointment of Yevhen Novytskyi.

About the candidacy of Yevhen Novytskyi

Yevhen Novytskyi was appointed as a judge of the Baranivka District Court of Zhytomyr region by the Decree of the President of Ukraine dated September 29, 2016, No. 425/2016 for a term of five years.

On February 5, 2026, following a qualification assessment for compliance with the position held, the judge scored 675.5 points. The High Qualification Commission of Judges of Ukraine recognized him as compliant with the position held.

On March 30, 2026, the High Qualification Commission of Judges of Ukraine decided to submit a recommendation to the High Council of Justice regarding the appointment of Yevhen Novytskyi as a judge of the Baranivka District Court of Zhytomyr region. Currently, he continues to hold this position but does not exercise judicial powers due to the expiration of his term.

Why the consideration of Novytskyi's candidacy was postponed

During the meeting, members of the High Council of Justice actively questioned Yevhen Novytskyi about the sources of income of his entrepreneur wife (a significant increase from 1.2 million UAH in 2024 to almost 4.9 million UAH in 2025), the origin of funds for purchasing a house, the use of cars (including a Tesla), and the accuracy of his declarations.

The candidate explained that his wife's income represents turnover funds from buying and selling car parts, and the house was purchased jointly. However, members of the High Council of Justice noted that some explanations require additional documents and clarifications. Therefore, it was decided to announce a break to allow the candidate to provide additional information.

During the meeting, the candidates answered questions from the members of the High Council of Justice, including those regarding declarations, property status, sources of income, and previous professional activities.
