"Eye icon", voice narration and keyboard navigation – The Pension Fund has improved the web portal
The Pension Fund of Ukraine continues to develop electronic services and makes them more convenient and accessible for all users regardless of age or health condition. This concerns both the improvement of remote service delivery through personal accounts of insured persons and insurers, as well as ensuring equal access to state services for all citizens. This was reported by the Pension Fund of Ukraine.
As of today, nearly 25 million users are registered on the electronic services web portal of the Pension Fund of Ukraine. Given such scale, the issue of convenience and inclusiveness of digital services is one of the key priorities. The Pension Fund has implemented a number of solutions that improve portal access for people with visual, hearing, and motor impairments.
In particular, for users with visual impairments, tools for personalizing the web portal interface are available:
- changing the page appearance, including increasing text size, letter spacing, and image scaling;
- adjusting the color scheme, changing contrast and colors for better element recognition;
- additional navigation tools, including an enlarged cursor, reading lines, and link underlining.
Access to these features is provided through a special "eye" icon located in the upper right corner of the web portal's main page. Also, all images are accompanied by alternative text (alt-text), allowing screen reader users to receive voiced information and not lose the content's meaning.
It is also noted that the portal pages are marked as Ukrainian language ("uk"), which ensures correct recognition and narration of the Ukrainian language by technical means. Additionally, the possibility of quick transition to the main content using the keyboard (Skip Link) has been implemented. The Tab, Shift+Tab, Enter, and Space keys allow users to fully control navigation without using a mouse.
The electronic services web portal of the Pension Fund of Ukraine has already been recognized among the best state digital resources in terms of accessibility. According to the basic accessibility study "Web Accessibility of 100 Government Websites," conducted in 2025 by the UN Development Programme in Ukraine together with the Ministry of Digital Transformation of Ukraine within the "Diia Support Project," the portal increased its accessibility score by 6 points over the year and received the maximum result — 10 points.
