Admission rules want to be announced in advance, and the DPA canceled: what is being prepared for schoolchildren in 2027
As "Judicial and Legal Newspaper" wrote, Ukraine plans to change the admission campaign rules and exempt schoolchildren from taking the state final certification. The relevant provisions are outlined in draft law No. 15254, which proposes to cancel the State Final Certification for education seekers who will complete each level of complete general secondary education in 2027.
The document provides for changes in the admission campaign rules and the cancellation of the state final certification in 2027. The draft law aims to ensure the timely determination of admission conditions for future applicants and give the government and the Ministry of Education more opportunities to adapt procedures to martial law conditions. This was stated by the parliamentary committee on education, science, and innovations.
They emphasized that admission rules should not change at the last moment but should be predictable for schoolchildren and their families. For this reason, the draft law was submitted during the 2026 admission campaign.
It is noted that the education sector needs to work with a long-term perspective and make decisions in advance. The Committee believes that the parliamentary procedure for considering draft laws takes time: even with a quick adoption, at least a month passes between the registration and voting on the document. If the draft law is considered in two readings, the process may take at least two months.
According to the committee chairman, the key goal of the initiative is for 11th-grade students to already know in the summer under which rules the next admission campaign will take place. He emphasized that information about admission conditions should be communicated not at the end of the year or before the New Year, but at least a year before the campaign.
The draft law should also give the Ministry of Education and Science and the Cabinet of Ministers the ability to flexibly determine the tools for conducting the admission campaign, taking into account wartime realities. In particular, this concerns the possibility of not applying all procedures provided for the classic external independent evaluation.
Ukrainians were reminded that the current Law "On Higher Education" effectively enshrines the admission model through external independent testing, so legislative changes are necessary to adapt the rules to wartime conditions.
Separately, the document regulates the issue of the state final certification. The draft law provides for the cancellation of the SFC in 2027. Currently, legislation stipulates that the state final certification must be conducted in the format of external independent evaluation.
