If housing was damaged or destroyed as a result of Russian aggression, it must be documented in the International Damage Registry for possible future compensation. This is stated in the instructions published by Ombudsman Dmytro Lubinets.

Lubinets noted that in case of damage or destruction of housing due to Russian aggression, citizens can submit an application to the International Damage Registry online through the state portal “Diia.”

According to him, to do this, you need to go to the official public services portal, click the “Log in to cabinet” button, and complete authorization. Several login methods are available: via BankID, “Diia.Signature,” or electronic key.

After logging in, you need to select the “Reparations. International Damage Registry” item in the “Service Catalog” section and proceed to the corresponding service.

Next, the user must select category A3.1 — “Damage or destruction of residential real estate,” then review the application description and click “Submit application.”

At the first stage, the system automatically pulls personal data, which must be verified. Then it is necessary to indicate whether the applicant currently resides at this address or specify the current place of residence, as well as confirm familiarity with the instructions.

In the following steps, the system automatically pulls information about the property from state registries. The applicant selects the object or adds it manually, verifies the address, area, number of co-owners, as well as building data — year of commissioning, number of floors, and number of apartments.

It is also necessary to check the geolocation of the object on the map and adjust it if needed, fill in data about the premises, its type, floor, and number of rooms.

Data on ownership rights are checked separately, including the date of acquisition. After that, it is indicated whether the housing was the main place of residence as of February 24, 2022, and the number of people living there.

Next, the applicant selects the circumstances of the housing damage and adds a detailed description of the event. It is also indicated whether the exact date is known and whether investigations or court cases are ongoing.

In the next section, it is necessary to specify the nature of the damage — from partial to complete destruction — and, if possible, add supporting materials, including photos, videos, or documents. If such evidence is not available, the application can still be submitted.

If available, information about the conducted expert damage assessment is provided with the addition of relevant documents. It is also possible to indicate the market value of the property before the damage, but this field is not mandatory.

Next, the applicant indicates whether repairs were carried out and may add confirmation of expenses. It is also possible to specify an approximate compensation amount or leave the field empty.

Social categories are selected separately or it is indicated that the person does not belong to them, after which the absence of sanctions or accusations is confirmed.

After verifying contact details, additional materials confirming the damage can be added, including photos, videos, or other evidence.

At the final stage, consent to the processing of personal data must be given and the application signed via “Diia.Signature” or another available method. After submission, the system generates an application number, which is recommended to be saved to track the status.
