Which structures can be built on a country plot without permission
For the construction of a residential house or country house, landowners must obtain the necessary permits. However, the law allows the erection of a number of utility and auxiliary structures without obtaining special permits.
Without permit documentation, temporary structures without a foundation can be installed on country, garden, or household plots. These include, in particular, canopies, gazebos, stairs, summer showers, greenhouses, wells, toilets, pools, cellars, gates, and terraces.
It is also allowed to arrange means of unobstructed access for people with limited mobility without permission, including ramps, lifts, and tactile elements.
Without permits, a garage can be installed if it does not have a foundation, as well as a fence within the boundaries of one’s own land plot.
Which construction and repair works do not require permits
Additionally, without obtaining permission, owners can perform works to connect objects to engineering networks — electricity, gas, and water supply, as well as install metering devices.
Some repair works also do not require permits, such as replacing windows, doors, or roofing, provided that such works do not involve interference with the building’s load-bearing structures.
When demolition of buildings is allowed without permission
Demolition or dismantling of structures is also permitted without permit documentation if such works are not a preparatory stage of new construction, do not harm other real estate objects, or if the building was destroyed as a result of hostilities, natural emergencies, or terrorist acts.
What to consider when building without permission
Even in cases where obtaining permission is not required, all construction works must comply with safety requirements and current state building codes. These rules apply both to the installation of temporary structures and to repair or demolition works on the land plot.
