After the Verkhovna Rada passed the law on taxing income earned through digital platforms, one of the most common questions became who will be most affected by the new rules — landlords, taxi drivers, freelancers, or sellers of goods.

The parliamentary committee notes that for most ordinary citizens, there will be no significant changes.

People who occasionally sell their own items through marketplaces will mostly not fall under the new taxation mechanisms.

Most sellers will not feel the changes

According to statistics, over 95% of citizens sell goods worth less than 2,000 euros through digital platforms annually.

That is why for most marketplace users, the new rules will practically have no real consequences.

This primarily concerns people who sell personal belongings and are not engaged in systematic entrepreneurial activity through online platforms.

Who will the new rules apply to

The law covers income that Ukrainians receive through digital platforms, including taxi services, delivery, housing rentals, marketplaces, and other online services.

At the same time, the committee emphasizes that the new mechanism was not created to impose additional burdens on citizens but aims to simplify the administration of income earned through digital platforms.

In particular, a significant part of the procedures will be performed by the platforms themselves, which will withhold taxes, provide necessary information to tax authorities, and keep records of users' income.

The law aims to simplify the work of platform users

The committee also points out that up to half a million Ukrainian citizens receive income through digital platforms. Among them are couriers, taxi service drivers, landlords, freelancers, and sellers of goods.

At the same time, the main goal of the new mechanism is not to increase control but to simplify citizens' interaction with the tax system.

According to committee representatives, the law is designed to make the tax payment process as automated and convenient as possible for users of digital platforms.

As reported by the "Judicial and Legal Newspaper", the law also imposes new obligations on digital platforms. In particular, operators of marketplaces, taxi, and delivery services will be required to register with the State Tax Service, identify users, withhold taxes from certain types of income, and report to tax authorities about income earned through such platforms.
