In less than a year, over 64% of the leaders subject to evaluation in the first stage of certification have left the service at the Economic Security Bureau of Ukraine. This was reported by ESB Director Oleksandr Tsyvinsky.

This concerns the certification of heads of central apparatus units, their deputies, heads of territorial departments, and their deputies.

According to Tsyvinsky, for an institution undergoing reform while simultaneously performing tasks to combat economic offenses, such personnel changes are unprecedented.

Out of 50 employees subject to evaluation at the first stage, 18 leaders have reached the interview stage so far. Another 21 employees left the ESB before the certification began, 7 resigned during the process, and 4 did not achieve the passing score and were dismissed by the certification commissions' decision.

“On March 23, 2026, the leadership underwent testing on knowledge of legislation, and on April 7 – evaluation of general abilities. Currently, the certification commissions are collecting and analyzing information to conduct interviews, which are scheduled for the second half of July,” the official noted.

He also emphasized that the ESB provides the commissions full access to the necessary materials for objective and impartial evaluation.

It should be noted that the Cabinet of Ministers, with the support of the ESB and the SBU, plans to bring business out of the shadows. Against the backdrop of wartime challenges and the need to fill the budget, the Cabinet of Ministers of Ukraine has taken new steps to formalize the economy. Resolution No. 733 dated June 5, 2026, approves a new state strategy for the full formalization of the economy. The creation of a specialized Interagency Working Group indicates a transition to a unified coordination mechanism.
