Police officers, prosecutors, and military personnel increasingly declare cryptocurrency: Bitcoin leads
Cryptocurrency continues to gain popularity among Ukrainian declarants. According to the results of 2025, the number of declarations indicating digital assets increased by 16%. Most often, cryptocurrency is declared by representatives of law enforcement agencies, prosecutors, and the Armed Forces of Ukraine. At the same time, the registry records both declarations with multimillion crypto assets and cases of late document submission.
In 2025, Ukrainian declarants submitted 2,861 declarations indicating cryptocurrency. This is 16% more compared to 2024. In total, 654,159 declarations were submitted to the Unified State Register of Declarations last year.
According to OpenDataBot, 265 declarations with cryptocurrency were submitted late — after April 1, 2026.
Who declares cryptocurrency most often
The most active declarants of digital assets are representatives of the National Police. They account for 548 declarations with cryptocurrency, or 19% of all such documents.
Next in number of declarations with digital assets are prosecutors — 358 declarations, servicemen of the Armed Forces of Ukraine — 240, representatives of the judicial system — 223, and city council employees — 198 declarations.
Regions with the most cryptocurrency owners
More than a quarter of all declarations with cryptocurrency were submitted in Kyiv — 820 documents.
The regions with the highest number of such declarations also include Kyiv Region, with 277 declarations submitted, Dnipropetrovsk Region — 215, Kharkiv — 200, and Lviv — 174 declarations.
Which crypto assets are most often indicated in declarations
Among declared digital assets, Bitcoin (BTC), Ethereum (ETH), and crypto dollars USDT appear most frequently.
According to the declaration registry, some declarants own crypto portfolios valued at tens and even hundreds of millions of hryvnias. The largest declared volumes of Bitcoin exceed 200 million UAH equivalent, and the largest volumes of crypto dollars USDT amount to tens of millions of hryvnias.
Some declarations with cryptocurrency were closed from public access
At the same time, six declarations for 2025 containing information about cryptocurrency were closed to public access.
Overall, the trend indicates a continued increase in the popularity of digital assets among Ukrainian declarants. The number of declarations with cryptocurrency has been growing for several years, and the geography and circle of crypto asset owners cover practically all categories of officials and employees required to submit declarations.
