Electronic Driver's License: How to Obtain and Use the Document on a Smartphone
Electronic documents enable the use of government services without paper carriers. In Ukraine, digital documents have the same legal force as paper or plastic ones.
One of the most popular is the electronic driver's license. It allows drivers to confirm their right to operate a vehicle using a smartphone without the need to carry a physical document.
Demand for electronic driver's licenses is growing
Since the beginning of 2026, the Ministry of Internal Affairs service centers have issued over 6,500 electronic driver's licenses. This includes first-time issuance, exchanges, restoration after loss or theft, as well as issuance after opening new categories.
After issuance, the license is automatically displayed in the Driver's Cabinet and the Diia app. At the same time, documents issued before 2014 may not appear in electronic services, so exchanging the license may be required for digital display.
Electronic driver's license – at the citizen's discretion
The e-driver's license can only be obtained as a digital document without issuing a plastic form. This is a convenient option for those who choose digital services and want to use documents on their smartphone.
Such a document has its own series and number, contains all necessary driver data, and is displayed in state electronic registers.
How to obtain or exchange an e-driver's license
You can obtain or exchange a driver's license for an electronic one in several ways:
- in person at any convenient Ministry of Internal Affairs service center;
- online through the Driver's Cabinet;
- online through the Diia app.
After completing the procedure, the electronic document automatically becomes available in digital services.
Use of electronic documents in Ukraine
In Ukraine, electronic documents can be used on par with paper and plastic ones. In particular, this applies to the electronic driver's license, which has the same legal force as a physical document.
At the same time, the Main Service Center of the Ministry of Internal Affairs reminds that digital documents are not always recognized abroad yet, as international road traffic rules do not fully regulate their use in other countries.
