The State Tax Service spoke about the role of artificial intelligence in reforming the tax service
Acting Head of the State Tax Service of Ukraine Lesya Karnaukh during the 30th General Assembly of IOTA stated that a modern tax administration should focus not only on control but also on the development of services and strengthening trust between the state and taxpayers.
As Karnaukh noted, one of the key directions of transforming tax authorities is the implementation of artificial intelligence and behavioral insights in tax administration. According to her, this allows moving from control to analytics, from reacting to violations to preventing them, as well as simplifying procedures for taxpayers.
During the strategic dialogue of the DG Panel, participants discussed the vision of tax administration in 2030. The head of the State Tax Service expressed confidence that the future of tax authorities will be determined by the quality of data, analytics, and digital services. At the same time, she named trust of taxpayers, transparency in the use of technologies, proactive services, and institutional resilience as important components of successful transformation.
Participants of the event also paid attention to the issues of using artificial intelligence to detect risks and fraud, developing proactive services, personalized communication with taxpayers, and ensuring accountability of automated decisions.
According to Karnaukh, Ukraine not only adopts international experience but also shares its own developments. She noted that despite the war challenges, the State Tax Service continues digital transformation, develops electronic services, implements new approaches to risk management, and changes the model of interaction with taxpayers.
The head of the State Tax Service also highlighted Ukraine's role in the work of IOTA. According to her, during the discussion about the future of the organization, participants emphasized the importance of Ukraine for shaping the European tax space. She added that ongoing dialogue within IOTA provides an opportunity to work together with European tax administrations on new standards of efficiency, trust, and modern public service.
