Former Minister of Culture Rostyslav Karandeyev was suspected of facilitating the illegal departure of men abroad under the guise of musicians
The former acting Minister of Culture and Information Policy of Ukraine was notified of suspicion of facilitating the illegal transfer of persons across the state border. This was reported by Prosecutor General Ruslan Kravchenko. According to deputies, this concerns Rostyslav Karandeyev.
According to the investigation, eight men of conscription age left Ukraine under the guise of traveling abroad to participate in charity concerts. In the documents, they were listed as members of a musical group, although, according to law enforcement, they actually had no relation to musical activity.
As the Prosecutor General noted, initially the State Border Guard Service refused these persons to cross the state border. After that, the then head of the Ministry of Culture and Information Policy sent a letter again to the State Border Guard Service requesting assistance for the departure of these citizens as members of a musical group.
According to the investigation, this letter became the documentary basis for their departure from Ukraine.
As a result, eight men of conscription age crossed the state border and have not yet returned to Ukraine.
Ruslan Kravchenko emphasized that during martial law, decisions by officials regarding the departure of conscripts abroad have a direct impact on national security, trust in state institutions, and the principle of fairness towards citizens fulfilling their duty to the state.
"The position does not give the right to bypass the law. A state document cannot be a cover for a scheme. And during the war, the responsibility of high-ranking officials must be no less, but greater," said the Prosecutor General.
The investigation is ongoing. Law enforcement agencies are identifying additional episodes and other persons who may be involved in organizing the scheme.
