The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, reported that the implementation of recommendations following shelter monitoring remains problematic. According to him, out of 1,066 monitoring visits conducted, 3,996 recommendations were given, but on average only about 38% of them have been implemented regionally.

He specifically emphasized that the worst situation is observed with recommendations regarding shelter accessibility for people with disabilities. The reason for this, he said, is the lack of funding among the facility managers.

“A particularly painful issue is the implementation of recommendations. The situation is discouraging. Only 15 out of 53 facilities have implemented recommendations regarding first aid kits, 7 out of 44 regarding fire extinguishing equipment, and 20 out of 91 regarding food supplies,” Lubinets noted.

He added that recommendations on accessibility for people with disabilities are the least implemented among all categories.

According to the ombudsman, inspections often reveal that facility managers do not take additional measures to improve the situation, limiting themselves to explanations about the lack of funds.

“We asked the question: what have you done to attract funding or support – appeals to the government, international partners? In most cases, no actions were taken,” he said.

Lubinets added that instead of seeking solutions, formal responses about the lack of funding are often sent, after which the situation does not change.
